Reason

What reason could a spy the like of Reeve Tuesti, Shinra employee and twice turned turncoat, give to warrant his actions and argue for his continuing stay in AVALANCHE? Read on to find out.

After being caught helping out Shinra, Reeve, through Cait Sith, admits that he's a spy. However, he's still adamant to stay with Cloud's group, despite his purported alliance being known:

quote ...Alright, yes, I am a Shinra employee. But we're not entirely enemies. ...Something bothers me. I think it's your way of life. You don't get paid. You don't get praised. Yet, you still risk your lives and continue on your journey. Seeing that makes me... It just makes me think about my life. I don't think I'd feel too good if things ended the way they are now. quote

Reeve's conscious is apparently troubled over the things he and Shinra have done. He can't help but compare himself and Shinra to AVALANCHE and the members thereof. While Shinra is all about profit and gain, Cloud and co. have the people and the planet at heart, and are willing to risk their very lives to save said planet. Suddenly, Reeve is unsure of which side is the right side and begins to question he and Shinra's motives and methods. His regret and confusion bother him.

As head of Urban Development, Reeve has worked to build a greater living environment for the people of Midgar. Everything he's done has been for the good of the people. Being a part of Shinra has allowed him to achieve many great advances for those living in Midgar, including the public use of the powerful mako energy source. But despite what good Shinra has allowed him to orchestrate, Reeve can't deny where Shinra's collective mind has headed: from a focus on the people of Midgar to power and greed.

But Reeve isn't sure AVALANCHE is the answer, either. As he later argues with Barret, Reeve can't ignore that AVALANCHE's methods have sometimes been as disastrous as Shinra's—and disaster is exactly what Reeve wishes to avoid. Reeve can't forget the lives that were lost when AVALANCHE destroyed one of Midgar's mako reactors. If people lose their lives no matter which group he follows, what matter is it whether he continues on with Shinra or joins forces with Cloud and the rest?

Still, Reeve can't ignore the moral doubt he has at continuing to align himself with Shinra, whose intentions seem to further and further degrade as time goes on. In comparison, AVALANCHE seems to have the right idea at heart. Even though he's unsure of which side to commit to, Reeve is determined to continue the journey with AVALANCHE through Cait Sith. He knows there's consequences if he's discovered, but his unravelling his disconcertion is of greater importance.
